Republican House Appropriations Committee Chairman Seth Grove along with other state representatives will be unveiling a series of government reform bills titled "Back to Basics." The legislative package is a result of feedback from agencies during the 2024 budget hearings.
The proposed bills cover a wide range of reforms aimed at improving government efficiency and transparency. State Rep. Dawn Keefer highlighted one of the key measures, stating, "Use a zero-based budgeting phased-in approach for government agencies." Meanwhile, State Rep. Ann Flood emphasized the importance of collaboration among departments to address elder abuse promptly, stating, "Require the departments of Aging, Health, and Human Services to work closer together to ensure reports of elder abuse are investigated in a timely manner."
Among the other proposals are measures such as requiring audits for various departments and agencies. State Rep. Kristin Marcell specified that one bill would mandate the auditor general to conduct a financial and performance audit of the Pennsylvania House Finance Agency. State Rep. Mako also outlined a bill that would require the Department of Corrections to undergo an audit for financial and operational efficiencies.
State Rep. Grove outlined several additional reforms, including requiring agencies to reflect audits in their budget materials, allowing easier access to the ballot by paying a fee, and ensuring special funds have a seven-year outlook in the budget proposal.
