State Representative Seth Grove has announced that West Manchester Township will receive $624,828 in state funding for a storm sewer improvement project. This initiative aims to address surface flooding and sanitary sewer issues on Warwick and Hayward roads.
Grove highlighted the financial pressures of "unfunded federal mandates, especially around the Chesapeake Bay Watershed," which increase stormwater management costs. He noted that this funding would help mitigate these expenses and keep local taxes low.
Kelly Kelch, West Manchester Township Manager, acknowledged Grove's role in securing these funds. "Rep. Grove has been vital in helping to secure state funds in order to improve the quality of life for residents in West Manchester Township," Kelch stated. She emphasized that this grant is part of several that Grove has helped obtain over the years.
The project involves constructing a 1,590 linear feet stormwater conveyance system within the Hayward neighborhood. It will replace an outdated system prone to exfiltration and insufficient peak flow capacity, causing surface flooding issues.
Funding comes from the Local Share Account, supported by revenues from the PA Race Horse Development and Gaming Act (Act 2004-71). This act allows for distributing gaming revenues through the Commonwealth Financing Authority to support public interest projects across Pennsylvania.
