Senator Mike Regan has announced the approval of nearly $5 million in state grant funding for transformative projects in communities across Pennsylvania's 31st Senate District. The funds, derived from previous state budgets and the American Rescue Plan Act (ARPA) resources through the Commonwealth Financing Authority, will make crucial investments to advance key initiatives in Cumberland and York counties.

According to Senator Regan, these projects will have a lasting and positive impact on the residents of the 31st Senate District. He stated, "The funding made available through the Commonwealth Financing Authority came from previous state budgets and federal money, and will provide essential support necessary to propel these important projects forward. I eagerly anticipate their successful completion."

The grants will be distributed through various programs. Under the COVID-19 ARPA PA Small Water and Sewer (SWS) Program, the following projects will receive funding:

- Dillsburg Area Authority: $200,000 for the replacement of the water main along York Street in Dillsburg Borough, York County.

- Mechanicsburg Borough: $425,000 for the wastewater treatment plant grit removal project in Mechanicsburg Borough, Cumberland County.

- Monaghan Township: $74,832 for stormwater basin rehabilitation in Monaghan Township, York County.

- Manchester Borough: $140,140 to rehabilitate stormwater infrastructure in Manhaven Manor in Manchester Borough, York County.

- Lower Allen Township Authority: $340,000 for sewer interceptor upgrades in Lower Allen Township, Cumberland County.

- New Cumberland: $391,416 to complete the Third Avenue sewer project in New Cumberland Borough, Cumberland County.

- Franklintown Borough Municipal Authority: $130,050 for the purchase and installation of backup generators at the water treatment plant in Franklintown Borough, York County.

The COVID-19 ARPA H2O PA Program will fund the following projects:

- Upper Allen Township: $1,000,000 to replace the Lisburn Road trunk sanitary sewer in Upper Allen Township, Cumberland County.

- Dover Township: $891,000 for a water main project along Carlisle Road located in Dover Borough, York County.

- Dover Township Sewer Authority: $918,050 for a sanitary sewer expansion project in Dover Borough, York County.

Additionally, the COVID-19 ARPA PA Arts and Culture Recovery (PACR) Program will provide funding for various arts organizations in the region:

- Creative York: $13,252 for offsetting lost revenue and operating expenses for the arts organization in York City, York County.

- Cultural Alliance of York County, Inc.: $37,032 for operating expenses for the culture organization in York City, York County.

- The Cultural Alliance of York County, Inc.: $82,500 to distribute pandemic recovery payments to arts and culture professionals as the Pennsylvania Partners in the Arts regranting organization for Region 9 that includes Fulton, Franklin, Adams, and York counties.

- DreamWrights Youth & Family Theatre: $20,640 to offset lost revenue for the arts organization in York City, York County.

- Strand-Capitol Performing Arts Center, Inc.: $74,242 for a marketing campaign for the performing arts organization in York City, York County.

- Susquehanna Chorale: $11,143 to cover operating expenses for the performing arts organization in Lower Allen Township, Cumberland County.

- The Susquehanna Folk Music Society: $10,000 for operating expenses for the arts organization located in Newberry Township, York County.

- The York County History Center: $45,500 to assist in funding new marketing for the history museum or historical site in York City, York County.

- York Symphony Orchestra: $32,451 for programming assistance for the orchestra in York City, York County.
