Senator Regan participated in the dedication ceremony of Lincoln Cemetery in Upper Allen Township on July 24. The cemetery is notable for being the final resting place of 12 African American Civil War veterans who served in the United States Colored Troops' (USCT) 175 segregated regiments.

The cemetery has now been added to the Cumberland County Register of Historic Places, marking its significance and historical value. This recognition highlights the importance of preserving sites that honor those who served in critical roles during significant periods of American history.
