As students across Pennsylvania prepare for the upcoming academic year, school districts are focusing on enhancing safety measures in classrooms and buildings. This effort is supported by a significant increase in state funding aimed at improving school safety and mental health resources.
In May, the legislature had not yet finalized a budget plan. However, "I vowed to advocate for increased school safety funding," said Senator Mike Regan. He noted that the governor has consistently proposed cuts to these funds in previous budgets. Regan emphasized the importance of proactive measures to prevent potential school attacks.
Throughout his Senate career, Regan has promoted a comprehensive approach to school security. He played a key role in establishing the School Safety and Security Committee (SSSC) and setting training requirements for school security personnel.
"I am pleased to report that we appropriated $200 million in the 2022-23 budget," Regan stated. This allocation is intended for distribution across schools in Pennsylvania, with funds linked to criteria focused on physical security and behavioral health.
The SSSC's standards are divided into three tiers, with recommendations including vehicle barriers around playgrounds, security cameras on buses and entry doors, full-time psychologists and social workers, as well as trained security personnel.
Previously, schools had discretion over how they used grant dollars. Now, they must meet Tier 1 baseline criteria before accessing funds for additional strategies under Tiers 2 and 3.
"This accountability requirement balances the need for each school to implement a tailored security plan while still conforming to a statewide benchmark," explained Regan. The goal is to ensure consistent protection standards across different schools without leaving decisions solely to local officials who may have differing views on best practices.
Drawing from his experience as a former U.S. Marshal who implemented security plans across federal buildings in Pennsylvania's Middle District, Regan highlighted consultations with experts when recommending steps schools should take.
He acknowledged efforts by both federal and state education departments along with various school districts in preventing tragedies and mitigating potential loss of life during incidents but stressed that more needs to be done regarding prevention preparedness efforts overall
Regan pointed out disparities between neighboring schools within Pennsylvania where varying levels of protection exist: "This is not fair... families should be confident they are sending their students safely."
Recognizing mental health resource importance alongside physical security measures was also emphasized: "Ensuring mental health resources...is just as important."
The unprecedented funding level provides equal amounts—$100 million each—for grants related specifically towards both areas; meeting benchmarks ensures equitable access protection support throughout all regions from Erie Philadelphia beyond so children can thrive academically socially regardless location differences among them
